Panel Meetings to create and validate Regional Knowledge Maps

The aim of the panel meetings was to identify and map out various categories and indicators to understand, how ICT development could help elderly society in Estonia – more further, how could Information Technology ease seniors everyday life to have more active, independent life at home longer.

A total of 7 (seven) experts were representing all different views of the innovation ecosystem to support the Quadruple Helix theory. Some of the stakeholders were related to the regional RIS3 priority which is ICT-development and aging society to obtain the best understanding of the barriers. The participants were representing the government, ICT organizations (cyber security and smart home solutions to support business side); researchers (to support academia) and NGOs that are working closely with elderly in senior citizen or social welfare associations. Additionally, a financial expert participated to help understand the market and the funding needs/limitations. The panel meetings were guided by Dr Fernando Ferreira.

After two very productive panel meetings, a collective thematic map was created, which was also validated after the second meeting with DEMATEL methodology. The cognitive map had initially an overall of 261 keywords, but with multi-voting criteria 5 keywords from each category (Motives and benefits; Issues and limitations; Actors involved (in elderly people’s everyday life); Knowledge based resources, skills and competencies; Social and healthcare, medicine and care-giving; Food and nutrition; Leisure and well-being; Finance; Mobility and transportation; Housing; Educational, professional, and other activities) were voted. The DEMATEL method gave the participants an opportunity to give their own opinion on how each valuable criteria influences the other to conclude which of the findings needs more attention and research in the future.
